Carmen was admitted as solicitor in Hong Kong in 2004. She began her legal career as a commercial litigator with a medium size local firm and OLN, primarily on work in relation to disputes relating to financial services, shareholders’ disputes and contractual disputes. In 2010, Carmen accepted the appointment by the Privacy Commissioner for Personal Data, Hong Kong as Legal Counsel, which she rendered legal advice on issues related to personal data protection arising from complaints or compliance checks, and handled appeal cases on behalf of the Privacy Commissioner. She was also responsible for vetting proposed legislations and advising government organizations on personal data privacy implications. Immediately prior to joining OLN again, Carmen has been an Investigation Counsel of the Law Society of Hong Kong for more than 4 years. During that time, she supported the Compliance Department by leading investigations on alleged professional misconduct cases, which include conducting inspection and intervention exercise. Carmen has also assisted prosecutors in handling disciplinary proceedings.
Carmen is a CEDR accredited Mediator. She is fluent in English, Cantonese and Mandarin/Putonghua.
